3DSimED V1.18 is released and you can patch version 1.17 to 1.18 using the patch download available from the Sim Garage site:-

This version has a workaround for missing texture maps on ATI cards. There is a bug in the Catalyst version 8 drivers which causes textures to be incorrectly displayed if any attempt is made to set the texture map bias. By removing the calls to set the bias, ATI cards will display texture maps correctly. The only small problem this might cause is for those who do *not* use Shader Rendering as they will not be able to preview changes to the texture map bias made in the Edit Material dialog.

This version is working great except the new quick mode doesn't allow newly pasted objects added to a model to be edited. Switch to two pass and right click has edit group00X but quick mode doesn't have it. Two pass is really slow sometimes even with all gfx settings disabled. I know it might not be possible to fix this because of the stupid things ATI did with their new cards but it would be great if quick mode could edit newly pasted objects. The only thing quick mode allows is Memorize coordinates.

I cannot reproduce this problem and as I have an ATI card I have to use Quick selection. I paste, switching on 'Create Group', and I have a group I can easily select with right button. Do you only get this problem with objects added through paste?.

Seems to be related to the SCN because if I load a default track I can open an object, copy it back as new object and right click has the edit option. But some tracks don't have the edit option if I do exactly the same thing.
