Well decided to go ahead and post this as a beta since it doesnt look like it will get finished. Least not by me. This is an extreme beta and definately not fully finished tho it is mostly functional offline i am releasing it more so for leagues.

Features

Moved the pits and start finish line to the former backstretch
Removed the yellow line on the now front stretch and placed a divider wall to allow 5-7 wide finishes!
Includes a functional pit road with 43 stalls
Accessable garage area
Semi-Functional AI (possible bug in the lines being too pinched together off of the new turn 4)
Repaved track surface with adjusted grip

Known bugs
Ai is jumpy at certain areas and can cause major pile ups

This is a beta, this track is done in my opinion as i do not have time to work on it anymore. If the community wants to finish it they can just credit me for the original.
