Just curious, do the car files affect how the car handles only when the AI is driving it? I'm pretty sure that the pit crew area affects both the player and the AI. But I'm not sure about the area just above the pit crew area.

I've seen plenty of people send in a car file with 99s all the way across and they aren't going any faster online. I doubt the player's car ratings affect the players cars although I've heard people say both. I go with the 'no' since I've turned my car ratings down to 1 and noticed no difference.

Ziggy is correct, no effect for human drivers. As I recall, in NASCAR 1 those values did have an effect, but that was taken out in later versions.

I know for sure that online there is no change, I feel like offline they do have an impact but not the driver ones.
