What could I do to reduce the cornering speed of a race car without modifying the aerodynamics, grip, or power? The tire width comes to mind but I don't think that's enough.

More weight
higher CG
narrower track
suspension geometry (more body roll, less camber thrust)

Not sure what fits your need there.

I'm just wondering if reducing the tire width is enough. The less I have to modify, the better.

EDIT: And modifying the track won't work since the car has to have it's cornering speed reduced at every track, at once.
