How do I move the car to a specific location in the AIW file without having to "drive" the car to that location?

Hold down the "Shift + CTRL" and then use the arrow keys while you hold them down.

Add the ALT key to speed it up.

If you go to the swing cam, and use the arrow keys on the Number Pad it will spin the car on it's center axis. It turns the cam also, so it is a little weird to use, but works.

How do I get the green flag to be called where I want it to be called instead of right at the start/finish line?

Set the teleport. Once the leaders pass thru that waypoint, green should fly shortly after. That is if they are not speeding which the ai tend to do.

Okay. But now it looks like I'm going to have to move the teleport back to the center of 4. And how do I get the AI to slow down? I tried marking a special slowdown at every waypoint in pit road and on the track, but it didn't work.

PS:
Pit road is going around the outside of the track. Pace speed is set to 25 so that the pace car can go 35 in pit road (which is the speed limit) without the field passing it before the green flag.

EDIT:
I've put the teleport spot down in turn 3 and the green flag still doesn't go until we are well down the front stretch (which is only 150 feet between the exit of turn 4 and the start/finish line). Even though I'm the only one on the track and am going about the pace speed (24-27 with actual pace speed being 25, pace car accelerates to 30 on one-to-green). I have marked special slowdown for every waypoint between where the pace car peals off into pit road and the start/finish line on both pit road and the racing surface.

I found the orig aiw doc that came with the editor and it states this.

11) mark special slow down spot. We need to specifically mark the 1st waypoint before the PITIN poly so that AIs know to decelerate too the pit lane speed *before* they cross the line. Simply select the waypoint and pick the "special slowdown" option from the menu.

14) mark teleport spot. IMPORTANT: the actual locations will not be generated until you leave the track (out to the main menu, NOT the monitor) and reload the track. Once you reload the track, the teleport locations will be created and you must save the AIW file again. If you must move the teleport locations, you must manually delete the teleport locations out of the AIW file using a text editor. From the top of the file search for "[TELEPORT]". Delete all the text between that header and the next. Save the file and re-enter the game. The teleport locations will be automatically generated next time you enter real-time. You must then save the AIW path again at this point because the release game does not automatically generate teleport locations where there are none. The teleport locations are used as a key for when to throw the green flag (it gets thrown a few seconds after the leader passes his teleport location).

Well, that helped a little. Here's a screenshot of what I did.

1) Approximate location of special slowdown waypoint.
2) Intended area for start/restart.
3) Approximate location of teleport waypoint.
4) Approximate location of actual start/restart.

To make sure that the AI didn't mess up the results, I put 0 AI on the track. The start is about half way between the start/finish line and the second restart marker. But I did read those instructions carefully and estimated about 4 seconds distance between the first restart marker and the teleport waypoint.
