It doesn't matter the settings I change, it will still be looking fully corrupted as you can see in the image.

Looks to me as if for some reason the new decal shader is not being found so in game a simple diffuse texture shader is used instead.

It's very difficult when there are so many updates to rF2 but hopefully I have a fix that will work for a while...

On the download page http://sim-garage.co.uk/3dsimed3-download/ there's a new version of the shader for rF2.
You will also need to clear the rF2 cached shaders, which on my system are in the rfactor2 folder UserData\Log\Shaders.
